Indra was born in 1966 at Estonian island Saaremaa, in city of Kuressaare. He graduated University of Tartu in 1993(cum laude). Indra has a degree of Master of Laws. Indra was research fellow for Scandinavian Institute of Maritime Law,Oslo in 1993. After graduation he worked in Estonian Shipping Company (ESCO) as a lawyer. Indra studied law in 1994 at University of London in the Queen Mary ja Westfield College within British Council program for East-European lawyers. In London he had practice as guest lawyer at law firm Holman, Fenwick & Willan. He worked in 1995 – 1997 in law office Lepik & Luhaäär (LAWIN) in Tallinn. Indra returned to ESCO in the end of 1997 to the position of the Head of Legal Department. He become member of the management board of ESCO and director in some ESCO subsidiary companies.He was managing ESCO legal affairs and leading ESCO in-house lawyers up to 2006. At this position he was advising on legal matters ESCO majority shareholder Tschudi & Eitzen Holding AS of Norway. Indra left ESCO in 2006 and established maritime law office Consolato del Mare. Since then he devoted his energy to develop Consolato del Mare as reputable maritime law firm and serve its clients. Indra has extensive experience in all areas of shipping. Indra is legal advisor for Estonian Shipowners Association (ESA). Indra represented several years ESA in ECSA social committee in Brussels. He has been involved over the years in many shipping and maritime law working groups formed by the Estonian Government and other institutions. He has represnted the Estonian Government in some maritime cases and advised on shipbuilding transactions. Indra was member of Estonian delegation at UN/IMO diplomatic conference for the Ship Arrest Convention in Geneva 1999 and at ILO diplomatic conference for the consolidated Maritime Labour Convention in Geneva in 2006.
