Chris Murray

Bird & Bird

Chris has wide experience of advising on all aspects of procurement law and, in particular, defence procurement.

He has significant experience in acting for bidder clients who wish to challenge procurement decisions from both a formal and informal perspective. At a previous firm, Chris acted for MLS (Overseas) Ltd, who were recently successful at trial following their unlawful exclusion from a high-value procurement process undertaken by the MoD.

His experience of acting for claimants and defendants through procurement litigation allows him to provide invaluable strategic advice to secure the optimal commercial outcome for his clients. He has been involved in a number of other high profile cases before the High Court in London and Court of Session in Edinburgh, including representing clients at trial, automatic suspension hearings, disclosure applications and strike out hearings.

In addition to procurement litigation, Chris also provides strategic advice on the process by which major works, services and supplies contracts are awarded in accordance with UK/European public, utilities and defence rules, including liaising with stakeholders, designing procurement processes and drafting procurement documentation. His public sector clients include central, local and regional government bodies, public and privately owned utilities, NHS bodies, universities and entities active in the energy sector. This experience enables him to provide informed, commercial and pragmatic advice to his private sector clients, many of whom consist of major UK and international businesses.

Chris graduated from Glasgow University in 2008 and is dual-qualified in both England & Wales and Scotland. He is an active member of the Procurement Lawyers Association.
