Carlos Martínez is a junior partner in the corporate group of Rodriguez & Mendoza. He specialises in the areas of corporate, contracts, foreign investment, oil and gas, banking, public credit, and environmental laws and regulations.
Mr Martinez was an internship attorney seconded by Rodriguez & Mendoza to Total Oil and Gas de Venezuela. He has participated as counsel in several oil and gas projects, such as Mariscal Sucre, Deltana Platform blocks, Delta Caribe, Carabobo and the Jusepin oil field, being involved in all of the legal areas. He was also part of the team of negotiators appointed by gas companies to prepare the national content guidelines for gas projects with the government. Mr Martinez has participated as counsel to domestic and foreign corporations in their day-to day operations in several acquisitions of Venezuelan companies; prepared environmental compliance protocols; participated in the restructuring of the project financing of the Sincor project, and the termination of the project financing of the Cerro Negro and Petrozuata projects resulting from their migration to mixed companies; as counsel in several capital market transactions; and prepared civil and commercial agreements.
Mr Martinez received his JD from Andrés Bello Catholic University, Venezuela in 1995, and his LLM from Cornell Law School in 2003. He was admitted to the Caracas Bar in 1995. Mr Martinez is a former professor of banking law and regulations at Andrés Bello Catholic University, Venezuela.
