His areas of practice are: administrative law, public procurement, torts, state liabilities and arbitration.
His background includes the following roles: journalist – Universidad Javeriana (1968), lawyer – Universidad Javeriana (1970), specialisation in political sciences – Universidad Paris II (1978), DSU in administrative law – Universidad de Paris II (1979).
He speaks English, Spanish, French, Italian and Portuguese.
Mr Saavedra worked as a justice in the Administrative Tribunal in the Valle del Cauca (1987–2003), and as Justice and President of the Council of State, the highest administrative law court in Colombia (2003–2009).
Currently, he is part of the list of arbitrators at the Chamber of Commerce of Cali and Bogotá. As an arbitrator, Mr Saavedra has had the opportunity to be part of some of the most important disputes in Colombia. He has also litigated in important cases before arbitral panels, the Council of State, the Supreme Court and the Constitutional Court.
He is a professor of state liability and administrative law at the most prestigious universities in Colombia.
He is the author of the bestselling book on state liability, La responsabilidad extracontractual de la administration pública (2002).
