Professional Experience

  • He entered by public competition as Parliamentary Lawyer (Letrado de las Cortes Generales) in 1991, serving as such as legal counsel at the Home Affairs and Justice Committee and at the Public Administration Committee of the Congress of Deputies and at the Industry Committee of the Senate.
  • He has served as Director of Commissions and Legislative Affairs and Deputy Secretary General at the Congress of Deputies of Spain.
  • Director General for the Modernization of the Administration of Justice (Ministry of Justice) 2001- 2004.
  • He is Vice- President of the Spanish Chamber of Concessionaires of Infrastructures and Public Services (CCIES) and Chairman of the Public Procurement Arbitration Court of Spain (TACOP).
  • He is Secretary General and general counsel of the Spanish Association of Privates Employment Agencies (ASEMPLEO).
  • He is Permanent Member of the General Commission for Law Codification (Public Law section) of the Ministry of Justice, responsible of drafting most relevant Government Bills in Public Law field.
  • He is Chairman of the Administrative Law Section of the Madrid Bar Association (ICAM).
