Richard is a senior associate in the London office of DLA Piper. He advises on competition law (including state aid, anticompetitive agreements, abuses of dominance and merger control) across a wide variety of sectors.
Richard has advised member states (as potential grantors of unlawful state aid), private undertakings (as potential recipients of unlawful state aid) and publicly owned undertakings (as both potential grantors and recipients of unlawful state aid). Notable clients include Network Rail, the Pension Protection Fund and various local councils. Richard also advised the Greek government on the 'reset' of Greek motorway concession projects made necessary by the Eurozone economic crisis.
Outside of state aid, Richard has advised on a variety of competition law matters. As well as making merger filings to the UK and EU competition authorities, he has also made filings to the COMESA, Kenyan and Tanzanian competition authorities. Richard has also advised on several active cartel investigations and made leniency applications in front of both the European Commission and Competition and Markets Authority.
