Ciara Treacy is an Associate Solicitor in the EU, Competition and Regulatory Group at Matheson Ormsby Prentice. Ciara specialises in advising on EU competition law, Irish competition law and regulatory law, with a particular emphasis on Irish and European communications law. She also advises on merger control, alleged anti-competitive agreements and practices and abuses of a dominant position, public procurement law and State aid. Ciara has notified to and obtained clearance from the Irish Competition Authority in respect of a number of mergers in a variety of industry sectors, including the communications sector. She also has experience in advising a range of clients in the electronic communications sector on their regulatory obligations under Irish and European communications law and has advised clients in respect of enforcement actions by, and making submissions to, the Commission for Communications Regulation. Ciara has also acted in what was the first appeal against a decision of the Commission for Communications Regulation under the Communications Regulation (Amendment) Act, 2007.
