Albert T. Chandler is the founder of Chandler & Thong-ek Law Offices Ltd. (CTLO), which was established in 1974. In January 2017, CTLO integrated with Mori Hamada & Matsumoto. The firm changed its name to Chandler MHM Limited (CMHM). Al has been practicing business law in Bangkok since 1969, specializing in business law, energy law, international transactions, project financing and investment projects.
His energy sector experience includes giving legal advice to eight gas-fired power projects in Thailand, five Lao PDR hydroelectric power project financings, five coal-fired power projects in Thailand, and numerous solar, wind and waste-to-energy projects in Thailand.
He represented PTT and its subsidiaries on specific projects, including Trans Thailand-Malaysia Pipeline Project.
He has been a special lecturer at the Faculty of Law, Chulalongkorn University, since 1987. He joined the Chulalongkorn Law Faculty's project team in advising the Ministry of Energy on 2003/4 energy law reform program, and 2004/6 and 2016 petroleum legislation reform projects; and Ministry of Industry on 2005 mining law reform.
In 2010, Al Chandler introduced the first of five Oil & Gas Law Training Courses which were well attended by representatives from government and private sectors. The courses are taught by leading oil & gas professors, consultants and practitioners.
Al Chandler holds a B.S. degree in Mining Engineering from University of California at Berkeley, and LL.B. from Harvard Law School.
