Sabev & Partners is a lawyers’ partnership established in 1998. The law firm’s practice is focused on continuous and comprehensive legal service to corporate clients, both local and international. This covers corporate matters, including insolvency procedures, mergers and acquisitions, corporate and business restructuring, financial services, intellectual property, competition, public procurements, representation in litigation and arbitration proceedings.
Sabev & Partners is also often engaged by Bulgarian state institutions, among which: Ministry of Finance, Ministry of Justice, Ministry of Transport, Ministry of Agriculture and Foods, State Fund Agriculture, Privatisation Agency and Public Procurement Agency.
In the area of public procurements, the law firm has been engaged in advising local and international clients in relation to their participation as bidders in procurement procedures, including legal representation in appeal procedures before the Commission for Protection of Competition and the Supreme Administrative Court. The law firm also advises local contracting authorities on structuring public procurement procedures and preparation of relevant documents.
In 2015, Sabev & Partners were engaged by the Public Procurement Agency of Bulgaria (PP Agency) to carry out a review and to prepare a report on the case law of the Court of Justice of the European Union in the field of public procurements, focussed mainly on the 2004 EU directives and on topics defined by the contracting authority. In 2016, Sabev & Partners assisted the PP Agency in drafting of standardised contract terms for public service contracts. From 2017, the law firm is engaged, as part of a consortium, in advising the PP Agency on a project related to development and implementation of a unified national electronic web-based platform called Centralised Automated Information System ‘e-Procurement’.
