Difi - Agency for Public Management and eGovernment

Difi – the Agency for Public Management and eGovernment – was established on 1 January 2008, and includes previous separate public agencies Statskonsult, and the Norwegian eProcurement Secretariat. The agency is overseen by the Ministry of Government Administration, Reform and Church Affairs (FAD). Difi aims to strengthen the government’s work in renewing the Norwegian public sector and improving the organisation and efficiency of government administration. Difi works to ensure that government administration in Norway is characterised by values of excellence, efficiency, user-orientation, transparency and democracy. Difi aims to develop the organisation and leadership of the public sector, with coordination among public authorities and services. Difi’s tasks include inter alia encouraging coordinated and cost-efficient use of ICT within the public sector and setting up solid public procurement procedures. Difi’s Department of Public Procurement (DPP) aims to ensure cost efficient and high quality procurement that benefits society, including sustainable and social responsible procurement, by providing information and guidance on legislation and best practice on its website The agency has a special focus on developing guidance and templates that can assist contracting authorities and purchasers to undertake useful, efficient and high quality purchases, and provides support for several procurement networks for this purpose. Furthermore, Difi has developed a process tool for implementing a procurement strategy, and is working on a process tool and guidance for internal audits in the field of public procurement.
